General Assistance

Franklin County General Assistance can offer short-term financial assistance to qualified persons for such things as

  • rent
  • utilities
  • food
  • prescription medications
  • transportation

In addition, General Assistance can provide financial assistance with burial expenses for qualified persons. Assistance is limited to the following:

1. "Poor Persons", meaning person who have no property, exempt or otherwise, who are unable, because of physical or mental disabilities, to earn a living by labor.

2. "Needy Persons", who are those not meeting the definition in #1 above, yet meeting the financial eligibility of the Franklin County General Assistance policies.

Franklin County Community Services office also refers people to the IowaCare Program for indigent medical care at the University of Iowa Hospital and Clinic. This program is administered through the Department of Human Services.

The Community Services administers the general assistance program based on the Franklin County General Assistance Policy and Manual approved by the Board of Supervisors. Persons wishing to apply may download the Community Services Application Form by clicking the link below, complete the information requested and return the completed form to:
